Developing South Africa’s first digital census system using GIS technologies

Background

The goal on this project was to develop bespoke GIS solutions to support South Africa’s first digital census. It would enhance urban planning and service delivery. The government department needed an advanced Geographic Information System (GIS) that improved spatial data analysis and satellite imagery services to deliver upon their goal.

Challenge

The department lacked the tools to accurately analyze and visualize spatial data. Without a modern GIS framework, tracking changes in building footprints and human settlements was difficult. This limited the government’s ability to plan infrastructure, allocate resources efficiently, and conduct a digital census with precision.

Solution

Square One Consulting developed a GIS-based framework that enabled real-time spatial data analysis. This improved precision, and therefore decision-making. The solution included:

  • Integration of GIS with real-time data analytics to enhance geographic insights.

  • Development of a building footprint change detection tool to track urban growth and settlement shifts.

  • Implementation of spatial visualization tools to support geo-specialists in analyzing demographic and environmental patterns.

  • Integration of mobile GIS applications for field surveyors, allowing for on-the-ground data collection and verification.

Results

  • Successful implementation of the country’s first digital census.

  • Improved rural and urban planning efficiency.

  • Deeper insights into human settlement patterns.

  • Enhanced decision-making capabilities through real-time spatial analysis.

  • Greater accessibility to geographic data for key stakeholders.

Technologies

  • GIS Software: SecureWatch, ArcGIS.

  • AI-Driven Geospatial Analytics for advanced mapping and analysis.

  • Mobile GIS Data Collection Tools to support field survey operations.
